A homeowner can have a real problem, call with real intent, reach a live company representative, and still produce a poor outcome.

The roofer may have nobody available to inspect the property. The HVAC company may answer immediately but have no technician who works on that equipment. The plumber may cover the city but not the caller’s ZIP after hours. The pest-control office may book appointments but not treat the pest the caller actually has.

That is the operating reality behind roofing, HVAC, plumbing, and pest-control calls:

Consumer demand creates the opportunity. Local service capacity determines whether the opportunity can be routed, handled, scheduled, dispatched, inspected, and fulfilled.

These four categories share important traits. They are local. They depend on field labor. Geography matters. Weather and seasonality can change demand quickly. A caller’s problem often needs more classification than a broad vertical label provides.

But they should not be treated as identical traffic.

An HVAC no-cool call can require same-day technician capacity. A roofing call after a storm may need an inspection appointment and an estimator, not an immediate repair crew. A plumbing call may need emergency dispatch, specialized equipment, or property access. A pest-control call may depend on pest type, treatment method, licensing, recurrence, and route density.

A serious pay-per-call campaign has to represent those differences before the call routes. Otherwise, the campaign may generate connected calls while failing the homeowner, the buyer, and the publisher.

Four verticals, one shared constraint

Roofing, HVAC, plumbing, and pest control are often grouped under “home services” because the consumer is seeking help at a property from a local provider.

That grouping is useful for broad reporting. It is not precise enough for routing.

All four verticals generally require some combination of:

  • A serviceable property location.
  • A job category the buyer actually performs.
  • A homeowner, property manager, tenant with authority, or another legitimate decision-maker.
  • An appropriate technician, estimator, inspector, or sales representative.
  • A workable appointment or dispatch window.
  • Travel time that makes economic sense.
  • Licensing, certification, equipment, and insurance appropriate to the work and jurisdiction.
  • A company that can answer the call without overwhelming its front office.
  • Field capacity to complete the next operating step after the call.

The differences begin with what that next step is.

For a roofing buyer, the next step may be a scheduled inspection. For an HVAC buyer, it may be urgent diagnostic service. For a plumber, it may be emergency dispatch or a scheduled estimate. For a pest-control operator, it may be pest identification, an inspection, a one-time treatment, or enrollment in a recurring service plan.

The useful question is not merely, “Does this company buy home-services calls?”

It is:

Can this buyer perform the next required step for this exact service, property, ZIP code, urgency, and time?

That is why home-services inbound calls require routing and capacity controls. The broad category establishes consumer intent. The vertical-specific operating model determines serviceability.

A company can answer the call and still have no service capacity

Answer rate is important, but it is only the first layer of capacity.

A buyer may answer every call and still lack:

  1. Qualification capacity. The representative may not know how to distinguish job types, equipment, property conditions, or urgency.
  2. Appointment capacity. The calendar may be full for the period in which the caller needs service.
  3. Dispatch capacity. No technician or crew may be available in the caller’s territory.
  4. Inspection capacity. A roofing estimator, pest inspector, or replacement consultant may not have an open slot.
  5. Skill capacity. Available technicians may not be trained, certified, equipped, or authorized for the requested work.
  6. Territory capacity. The buyer may serve the city generally but exclude the caller’s ZIP, neighborhood, county, franchise territory, or drive-time zone.
  7. Production capacity. The company may be able to book the visit but not complete the work within a reasonable backlog.
  8. After-hours capacity. An answering service may take the message while no field team is available to respond.
  9. Financial capacity. The buyer may have staff and field availability but no remaining acquisition budget for the period.

A technically connected call does not prove any of those layers were available.

This distinction matters in performance reporting. A long conversation may show that an agent spent time with the caller. It does not prove the company had an appointment, could dispatch, served the ZIP, handled the equipment, or ultimately performed the work.

It also matters in publisher feedback. “The lead was bad” is not a useful diagnosis when the actual cause was “no estimator in that county until next week” or “no technician certified for that system was available.”

Specific capacity failures should be recorded as specific disposition or rejection reasons.

What should be known before a local-service call routes

No pre-call process can discover every job detail. The campaign still needs enough information to avoid obvious mismatches.

Depending on the traffic source and call path, useful routing inputs may include:

  • Requested service category.
  • Repair, replacement, inspection, installation, maintenance, or treatment intent.
  • Emergency, same-day, soon, or planned timing.
  • Residential, commercial, multifamily, or other property type.
  • Property ZIP code, city, and state.
  • Homeowner, landlord, property manager, tenant, or other decision-maker status.
  • Relevant equipment, system, roof, pest, or job type.
  • Whether the caller is seeking work, supplies, employment, warranty support, or general information.
  • Whether the caller has contacted the buyer or source before.
  • The source, sub-source, creative, landing page, and call type.
  • The time of the call and buyer’s local timezone.

The job location should be treated as more reliable than the caller’s phone number. Mobile area codes travel with people. A caller may also be seeking service for a rental property, a relative’s home, a vacation property, or a business location.

Google’s guidance for service-area businesses reflects the same local reality: businesses that travel to customers should define accurate service areas using cities, postal codes, or other areas rather than implying they serve everywhere. Google’s service-area guidance is written for Business Profiles, not pay-per-call routing, but the operating principle applies.

The call flow should collect only information that is necessary, appropriate, and supported by the consumer experience. It should not create friction merely to fill every possible field. But the routing decision needs more than a broad “home services” label and an area code.

Roofing calls: inspection capacity often matters more than answer capacity

Roofing intent can range from an active leak to a planned full replacement. The same label may cover storm damage, inspection requests, repair-versus-replacement questions, commercial projects, warranty issues, or adjacent services such as gutters and siding.

A campaign should not assume every caller wants a full replacement, has an insurance claim, or is “ready to hire.” The Federal Trade Commission’s April 21, 2023 final order involving HomeAdvisor prohibited false or misleading claims about home-improvement lead source and quality, including unsupported representations that consumers were “ready to hire” or had directly requested a particular service through the platform. The FTC’s announcement is a useful warning: intent claims should match what the consumer actually did.

Roofing capacity questions

A roofing buyer should define:

  • Emergency tarping versus inspection-only coverage.
  • Repair, replacement, or both.
  • Residential, commercial, flat, metal, tile, shingle, or other accepted roof types.
  • Whether insurance-related opportunities are accepted.
  • Estimator and inspector availability by territory.
  • Production capacity after inspections are booked.
  • Property and decision-maker requirements.

A tenant may report a legitimate leak while lacking authority to approve work. A property manager may have limited authority. A commercial property may require a different team and process. Those are routing distinctions, not reasons to label the caller fake.

For many roofing calls, the scarce resource is the inspection slot. A live receptionist cannot create an estimator in the caller’s county. A sales team cannot create a licensed production crew in a market the company does not serve.

Storm-driven demand

Hail, wind, and other damaging weather can produce concentrated demand, duplicate inquiries, longer inspection backlogs, and temporary territory changes. Higher search volume does not prove every buyer wants more calls.

Useful controls may include storm-zone ZIP caps, source limits, separate response schedules, repair-versus-replacement filters, and controlled pauses. Publishers should not expand traffic merely because demand rises.

Useful source-quality signals include an accurate service promise, job-location ZIP, clear consumer journey, supported storm language, consistent source identifiers, and separation of repair and replacement traffic when required.

Common mismatches include gutter-only work, handyman requests, material purchases, job seekers, commercial projects sent to residential buyers, small repairs sent to replacement-only buyers, unsupported roof types, and properties outside the inspection territory.

HVAC calls: urgency, equipment, and technician skill shape serviceability

HVAC calls may involve no cooling, no heat, weak airflow, unusual noise, maintenance, repair, replacement, indoor-air-quality work, ductwork, or commercial systems. Window-unit, appliance, warranty, and manufacturer-support calls are often incorrectly classified as HVAC service.

Urgency does not make every call serviceable. A buyer may have service technicians but no replacement consultant, or replacement capacity while routine service is full.

Equipment and skill capacity

Serviceability may depend on:

  • Residential versus commercial equipment.
  • Central, ductless, heat-pump, furnace, boiler, or other system type.
  • Fuel type, brand, or warranty restrictions.
  • Repair, maintenance, or replacement intent.
  • Required tools, parts, and equipment availability.
  • Technician certification and jurisdictional licensing.
  • Technician location and same-day appointment inventory.

The Environmental Protection Agency states that technicians who maintain, service, repair, or dispose of equipment that could release regulated refrigerants generally must be certified under Section 608. EPA’s Section 608 guidance shows why field employees are not interchangeable.

State and local rules also vary. California, for example, maintains separate contractor classifications for HVAC, plumbing, and roofing. The California Contractors State License Board classification list is not a national rule; it illustrates why campaigns need jurisdiction-specific review.

Same-day and after-hours capacity

An HVAC buyer can be under its daily cap while every same-day slot is full. The available technician may be outside the caller’s area, unable to service the equipment, or reserved for existing customers. This is why call volume and call capacity are different.

“24/7” may mean a live employee, an answering service, callback screening, or actual technician dispatch. Those are not equivalent. Google Local Services Ads notes that a lead is not automatically invalid merely because it arrives outside stated hours or the provider is temporarily unable to perform a generally offered service. Google’s lead guidance is platform-specific, but the lesson is broader: advertising, routing schedules, and real after-hours capability should align.

Useful source signals include repair-versus-replacement classification, property ZIP, residential/commercial separation, realistic availability language, and reporting by market, hour, creative, and job type.

Plumbing calls: the job category determines the truck, tools, and response

Plumbing calls become specific as soon as a dispatcher asks what is happening. A buyer may handle fixtures but not sewer excavation, clear drains but not service septic systems, or replace water heaters without handling all commercial equipment.

Typical needs include active leaks, burst pipes, drain cleaning, sewer backups, fixture repair, water heaters, leak detection, repiping, remodel work, and gas-line work where permitted and supported. Septic, well, municipal-water, restoration, appliance, and handyman calls are common mismatches.

Emergency and scheduled plumbing

A burst pipe may require immediate dispatch. A slow drain may be scheduled. A water-heater replacement may require specific equipment or permitting. A repipe may begin with an estimate.

Buyers may need separate targets or schedules for:

  • Emergency leak response.
  • Routine service.
  • Drain and sewer work.
  • Water heaters.
  • Estimates and larger projects.
  • Commercial plumbing.
  • After-hours coverage.

The wrong truck can be almost as damaging as no truck. A booked appointment is not a clean outcome when the technician arrives without the tools, authorization, or job scope needed.

Geography and decision-maker status

Urgent plumbing often needs a smaller response-time radius than planned work. A neat mileage circle may misrepresent traffic, bridges, tolls, road patterns, and technician starting locations.

Practical rules may include exact ZIP lists, branch territories, service-specific radii, temporary reductions when on-call capacity is saturated, and overflow only to a qualified target. A local number does not prove field coverage.

A renter may have a real emergency but require landlord authorization. A property manager may have standing authority. A homeowner may be calling for a rental. Intake should identify property location, access, authorization, residential/commercial context, and whether an appropriately equipped technician can respond.

Useful source signals include accurate emergency claims, job-location ZIP, job-category detail, consistent duplicate handling, and separation of drain, sewer, water-heater, general repair, and larger-project intent where buyers require it.

Pest-control calls: pest type and route density change the economics

Pest control is not one treatment category. Buyers may handle general household pests while excluding termites, bed bugs, wildlife, birds, mosquitoes, bees, or certain commercial applications. They may sell one-time treatments, recurring plans, inspections, exclusion work, or a combination.

The pest type can determine whether the service is offered, which technician is required, whether an inspection comes first, what equipment or product is used, and how the appointment fits an existing route.

Treatment capacity and route density

Capacity can depend on:

  • Pest category.
  • Treatment versus inspection.
  • One-time versus recurring service.
  • Residential versus commercial property.
  • Interior, exterior, yard, attic, or crawlspace treatment area.
  • Technician certification and authorization.
  • Route density and drive time.
  • Follow-up requirements.
  • Customer preparation.
  • Specialized equipment.
  • Whether wildlife or protected species are involved.

A company may have open calendar time but no efficient route near the caller. Recurring-service operators often organize work geographically, so one isolated appointment can carry very different economics from a call inside an established route.

Licensing and product restrictions

The Environmental Protection Agency explains that Restricted Use Pesticides may be purchased and applied only by certified applicators or people under their direct supervision. EPA’s Restricted Use Product guidance and 40 CFR Part 171 show why pest campaigns need service- and jurisdiction-specific review.

Federal requirements do not replace state, tribal, territorial, or local rules. A campaign should not claim a buyer is licensed, certified, or authorized without current evidence.

Demand can shift with local conditions and pest activity, but there is no universal “pest season” that opens every service. A buyer may expand general-pest routes while keeping termite inspections capped.

Useful source signals include property ZIP, pest category, residential/commercial classification, one-time versus recurring intent, and separation of wildlife, termite, bed-bug, and general-pest calls. Common mismatches include DIY product requests, animal-control calls, lawn treatment sent to structural-pest buyers, unsupported wildlife work, and excluded pest types.

The routing map should be different for each vertical

The four categories can share one routing platform while using different operational rules.

Each buyer should document its own services, exclusions, territories, hours, staffing, field resources, and disposition reasons.

ZIP-level and radius routing should follow field economics

State-level targeting is often too broad for local service campaigns.

A buyer may serve only selected counties. One branch may cover several ZIP codes while another serves a different cluster. A company may accept replacement opportunities across a wider territory than urgent repair calls. A pest-control route may cross several cities but exclude an isolated ZIP.

Useful geographic controls can include:

  • Exact ZIP allow-lists.
  • ZIP deny-lists.
  • ZIP prefixes.
  • Radius rules centered on one or more branches.
  • County or city rules.
  • Different service maps by job category.
  • Different maps by schedule.
  • Branch-specific targets.
  • Franchise or license boundaries.
  • Temporary market pauses.
  • ZIP-required rules for tightly local traffic.

Radius routing should be treated as an operating approximation, not a perfect circle of equal serviceability. Twenty miles through an urban market, across a bridge, or along rural roads can create very different response times.

The buyer should compare the configured map with actual dispatch and appointment outcomes. A ZIP that consistently produces “too far,” missed windows, or no available technician may need a different target or exclusion. A nearby ZIP that is easy to serve may deserve separate capacity.

The publisher also has a responsibility. Geographic targeting should use the service location where practical, and the creative should not imply local availability in markets the campaign does not cover.

Schedules, after-hours coverage, concurrency, caps, and overflow

A single company-wide schedule is often too simple.

A buyer may have:

  • Office hours.
  • Call-center hours.
  • Emergency dispatch hours.
  • Inspection hours.
  • Replacement-consultation hours.
  • Weekend availability.
  • Holiday exceptions.
  • Seasonal extensions.
  • Service-specific closures.
  • Temporary market pauses.

The routing schedule should match the call type.

A plumbing buyer may accept active leaks overnight but not routine estimates. An HVAC buyer may extend no-cool service hours while keeping maintenance closed. A roofer may answer storm calls on weekends but book inspections for the next business day. A pest operator may answer broadly while only scheduling certain treatments during daylight or specialized routes.

Concurrency protects the answer experience

Concurrency is not the same as a daily cap.

A buyer may want many calls over a day but only one or two calls at once. Ringing calls consume capacity before an agent connects. If a routing system ignores ringing calls, it can send several calls to a small office simultaneously and create avoidable no-answers.

That is why caps, schedules, and concurrency shape call flow differently. Daily and monthly caps limit accumulated volume. Concurrency limits protect the live moment.

For home services, buyers may need separate concurrency by branch, service, target, or schedule.

Weather-event surges need temporary controls

A storm, heat wave, freeze, heavy rain, or pest surge can increase demand faster than the buyer can add staff or field capacity.

Temporary controls may include:

  • Lower or higher caps by market.
  • Emergency-only routing.
  • Tighter ZIP rules.
  • Shorter-period caps.
  • Source-level test limits.
  • Reduced concurrency.
  • Overflow targets.
  • Separate schedules.
  • Pauses for saturated services.
  • A staged reopening after backlog falls.

Publishers need prompt notice when those rules change. Otherwise, good traffic keeps flowing into a buyer path that is no longer serviceable.

Overflow should preserve service fit

Overflow is useful only when the next destination can serve the caller.

A roofing call should not overflow to a buyer that excludes the roof type or ZIP. An HVAC emergency should not move to a target that only schedules replacement consultations. A plumbing call should not be held in a long queue while active water damage worsens. A pest call should not route to a general-pest operator when the source identified an excluded pest.

Possible fallback outcomes include:

  1. Another branch of the same buyer.
  2. Another eligible target with the correct service and market.
  3. A reviewed overflow buyer.
  4. A brief queue when the consumer experience supports it.
  5. A no-bid or unavailable response.
  6. A temporary pause for the source-to-target path.

A connection somewhere is not automatically better than an honest unavailable response.

Call handling expectations should match the vertical

The first human interaction should move the caller toward the correct next step.

  • Roofing: Identify job type, property location and type, decision-maker status, urgency, and whether a real inspection slot is available.
  • HVAC: Identify the broad problem, equipment context where relevant, residential/commercial status, ZIP, urgency, and an actual service or replacement window without pretending to diagnose the system.
  • Plumbing: Identify active leak or backup, job category, property access, authorization, ZIP, and whether an appropriately equipped technician can respond.
  • Pest control: Identify suspected pest category, property type, affected area, ZIP, and whether the buyer can inspect, treat, or offer the applicable service plan.

A callback request is not the same as a confirmed appointment. Reporting should distinguish a booked inspection or dispatch from “someone will call you.”

Local numbers and local-language advertising also need care. They may create familiarity, but they should not falsely imply a nearby office, technician, branch, or immediate availability.

Call recordings, QA, and appointment disposition reporting

Call recordings can help operators compare the source promise, agent handling, qualification, capacity, and final disposition. They can also contain sensitive consumer information and are subject to consent, privacy, access, retention, and jurisdictional requirements.

Where recording is lawful and appropriately disclosed, controlled QA can test whether the agent captured the correct service and ZIP, offered a real appointment, applied duplicate rules consistently, and recorded the reason the call failed.

Operators should review call-recording, consent, and QA considerations with qualified counsel. Access should be limited to people with a legitimate operational purpose.

Useful reporting may distinguish offered, routed, connected, qualified, billable, payable, booked, dispatched, inspection completed, estimate presented, sold, completed, canceled, duplicate, service not offered, ZIP not served, no field capacity, no appointment capacity, buyer no-answer, disputed, and adjusted. Not every campaign needs every status, but connected, booked, dispatched, sold, billable, and payable should not be treated as synonyms.

Analysis by source, target, ZIP, hour, and job category helps separate traffic problems from capacity problems. That is why source-level reporting matters for publishers.

Wrong-intent and duplicate policies need category detail

Duplicate rules should define the lookback period, scope, treatment of unanswered calls, whether a new property or job resets the rule, and how prior bookings, cancellations, or completed work are handled.

A repeat caller may be following up because nobody answered, reporting new storm damage, servicing another HVAC system, calling about a different plumbing issue, or requesting help with a new pest. Those situations should not become one permanent duplicate label. Campaigns need a written duplicate policy that reflects the actual call relationship.

Wrong-intent reasons also need precision. “Service not offered,” “ZIP excluded,” “no appointment capacity,” and “repair sent to replacement-only buyer” are not the same as an unqualified or fake caller. Specific reasons protect publishers from buyer-side restrictions being mislabeled as traffic quality.

Buyer responsibilities

Home-services buyers control the operating facts publishers cannot see.

A buyer should keep current:

  • Exact services accepted and excluded.
  • Residential and commercial rules.
  • Repair, replacement, inspection, maintenance, and emergency definitions.
  • Property and decision-maker requirements.
  • Service areas by ZIP, branch, radius, or market.
  • Licensing, certification, franchise, and territory restrictions.
  • Normal, weekend, holiday, seasonal, and after-hours schedules.
  • Whether after-hours coverage can answer, book, dispatch, or only take a message.
  • Technician, estimator, inspector, salesperson, and route capacity.
  • Concurrency and caps.
  • Overflow rules.
  • Duplicate policy.
  • Appointment and dispatch disposition definitions.
  • Rejection reasons.
  • A clear process for temporary pauses and capacity changes.

Buyers also need consistent call handling.

A publisher cannot compensate for an office that does not answer, agents who do not understand the campaign, a calendar that is never updated, or a field team whose territory differs from the routing map.

When capacity changes, the buyer should communicate before the backlog becomes a month-end quality dispute.

Publisher responsibilities

Publishers control the consumer journey before the call reaches the buyer.

A publisher should:

  • Describe the offered service accurately.
  • Target only the approved geography.
  • Preserve the consumer’s service-location information where the call path supports it.
  • Identify the source and sub-source.
  • Distinguish consumer-initiated inbound calls from transfers.
  • Keep creatives, landing pages, domains, and disclosures current.
  • Avoid unsupported “ready to hire,” “immediate service,” “24/7,” “local office,” insurance, licensing, or pricing claims.
  • Separate job categories when buyer rules require it.
  • Keep source changes reviewable.
  • Provide source-level reporting.
  • Support reasonable QA and investigation.
  • Follow the written duplicate policy.
  • Stop or redirect traffic promptly when the buyer closes a market or service.

The publisher is not responsible for creating technicians, inspection slots, or route density. It is responsible for representing the opportunity honestly and sending it only into approved call paths.

Buyer readiness checklist

Before buying roofing, HVAC, plumbing, or pest-control calls, the buyer should be able to answer the following.

Service definition

  • Which exact job categories do we perform?
  • Which adjacent services do we exclude?
  • Do we accept repair, replacement, inspection, maintenance, emergency, and recurring-service calls?
  • Do we serve residential, commercial, multifamily, rental, and managed properties?
  • Which equipment, roof types, pests, treatment types, and project sizes do we support?
  • What decision-maker or access requirements are necessary?

Geography

  • What are the exact service ZIPs?
  • Which ZIPs are excluded?
  • Do urgent calls use a smaller radius than planned work?
  • Are branch, franchise, license, or technician boundaries reflected?
  • Is job-location ZIP required before routing?
  • How often is the service map reviewed against actual dispatch outcomes?

Schedule and capacity

  • Who answers during normal hours?
  • Who answers after hours?
  • Can the after-hours team book, dispatch, or only take a message?
  • How many calls can be handled concurrently?
  • How many inspection, service, treatment, and estimate slots are available?
  • Which service categories are currently saturated?
  • What backlog triggers a cap reduction or pause?
  • Who has authority to change routing availability?

Call handling and reporting

  • Are agents trained on campaign services and exclusions?
  • Are appointment and dispatch outcomes defined?
  • Are rejection reasons specific?
  • Is duplicate treatment documented?
  • Can outcomes be reported by source, target, ZIP, hour, and job category?
  • Are recording and QA practices lawful, disclosed, secured, and reviewed by counsel?
  • Can billing and payout statuses be reconciled without treating connected, qualified, billable, payable, booked, and sold as synonyms?

A buyer that cannot answer these questions is not ready to solve the problem by raising its call cap.

Publisher traffic-preparation checklist

Before sending traffic into these verticals, the publisher should prepare:

  • Consumer journey from ad or listing to call.
  • Consumer-initiated inbound versus transfer classification.
  • Example creatives, landing pages, disclosures, domains, and brands.
  • The exact service promise.

Routing data

  • Job-location ZIP or other approved geography.
  • Service and job category.
  • Repair, replacement, inspection, treatment, maintenance, or emergency intent where available.
  • Property type where relevant.
  • Source and sub-source identifiers.
  • Schedule, timezone, and expected call pattern.
  • Duplicate-handling method.
